My only suggestion is to tweak and play with the settings (Always back them up first) and find what works for you. I run 8GB and although Sanctuary runs around 25-35 fps and the same for Red Rocket, I do experience the odd CTD but then I experienced that when I first played in Vanilla, yet online in a big open world, other games I can be with 20+ people and NPC's and have no issues of any kind. Also, just to clarify, my game runs fine when I am not near a large settlement with Sim Settlement lots, so I assume I won't have regular CTD if I deselect my mods.
